This picture shows that a man is driving his car while chatting on cell phone. It's interesting and impressive that there is also a parrot on the right part of the picture, which is saying, "Keep your wings on the wheel. Drive safely !"
The parrot is much wiser than the driver. If drivers drove a car like  this, the consequence would be serious, and drivers might grow wings on their arms. Who has wings on the arms? An angle has. So what this picture really shows is that drivers should, not risk their lives by driving absent-mindedly. Not only should chatting on cell phone be banned, but all distractive things should also be removed from drivers. It shows the respect for your own life and other people's lives.
