I choose topic C--what is important when deciding basic salary. With regard to this topic, there are three aspects I want to say.
To begin with, comparison with other companies is important.  Because it is a matter of external management. If the basic salary according to is lower than other enterprises in your area, it will be hard to attract job  applicants  to  our  company,  or the employees could feel unfair.
Besides, availability of local workforce makes great influence on the base salary. The linkage of pay levels to labor markets is able to attract or retain valuable employees. A lack of local workforce could bring out the raise of pay rate; otherwise you wilt lose in the talents battle.
Thirdly,  company finance and compensation policy should also be taken into consideration. We should design the basic salary in the extent of company finance.
In a word, salary level of comparable companies, availability and company finance and compensation policy are all important elements when deciding starting salary.
